Abstract

The church's mission in the twenty-first century requires urgent evangelism and sustainable leadership development. This tension is acutely felt in Church Planting Movements (CPMs), where rapid multiplication often outpaces the development of qualified leaders. This article provides a comprehensive biblical and missiological analysis of Ephesians 4:11-16, examining its theological foundations and practical implications for contemporary church planting contexts. Through exegetical analysis of the Greek text, engagement with scholarly debates on cessationism and continuationism, and missiological application from South and Southeast Asian contexts, this article demonstrates that the five gifts—apostles, prophets, evangelists, pastors, and teachers—are essential for equipping believers for ministry, building up the body of Christ, and attaining spiritual maturity. The findings reveal that these gifts function as roles rather than fixed offices, that the apostolic and prophetic gifts continue in the church today, and that the Movement Strengthening Strategist (MSS) role provides a crucial bridge between rapid multiplication and pastoral development in CPMs. Drawing on empirical survey data from nineteen missionaries and case studies from Indonesian and South African church contexts, this article argues that church health and multiplication are not antithetical but complementary, requiring balanced leadership teams that embrace all five gifts for sustainable, healthy church growth.
